Also, the state Governor, Rabiu Kwankwaso, said the government would force the contractor handling the project to pay for the medical bills of the injured victims.

The contractor, the governor added, would also be forced to pay compensation to families of those who died in the incident.

The command’s Public Relations Officer, ASP Magaji Majiya, who spoke with our correspondent on Monday, said that the police was interested in knowing the cause of the collapse in order to stop recurrence of such a tragic incident.

He explained that initial reports showed that the driver of the ill-fated cab driver’s disobedience to an instruction by workers at the site not to drive under the bridge was responsible for the tragedy.

Asked whether the contractor handling the project would be invited for questioning, the PPRO said further probe would determine that.

While sympathising with the families of those who lost their lives, the state governor also prayed for the speedy recovery of the injured, who were receiving medical attention at the hospital.

In a press statement, signed by Ibrahim Dantiye, who is the Director of Press to the Governor, Kwankwaso, vowed to ensure that the company handling the project adequately compensated the victims and their immediate families.

The governor also called on the public to be patient and continue to obey law and order so as to avoid disasters.

Kwankwaso also called on other companies handling construction works in the state to execute their projects in such a manner that would ensure minimum discomfort to road users.

The Kano Police Command had on Sunday confirmed the death of not less than seven persons, following the collapse of a pedestrian bridge at Dorayi quarters in Kano metropolis.

Majiya, who confirmed the collapse of the pedestrian bridge, disclosed that the incident happened around 4.45 pm on Sunday when the bridge, still under construction, caved in and collapsed on the ill-fated taxi.

“It should be noted that the workers on site forewarned motorists not to use the bridge as construction work was ongoing but the driver of the taxi was said to have ignored the warning,” he said.

Russian S-400 for China: Challenge for Asian Geopolitics?

s400

Russia is ready to sell China its state-of-the-art S-400 missile system. Japan is worried by the prospect, fearing it could undermine its security amid an ongoing territorial dispute surrounding the Senkaku Islands, known as the Diaoyu Islands in China.

Russia’s business daily Vedomosti reported last November that Moscow was in the process of selling S-400 anti-aircraft missiles to China. The news was confirmed on April 13 when Anatoly Isaikin, CEO of Russia’s arms export agency Rosoboronexport, said in an interview that China hads purchased Russia’s advanced air defense system, Japan’s business newspaper the Nikkei, wrote in a comment on Monday.

Moscow, however, had been reluctant to deliver the system to China. It was concerned that Beijing would buy only a small number of the coveted system with the intent of disassembling it and learning how to build it.

Although Moscow and Beijing have yet to officially announce the deal, it seems almost certain that they have agreed on the sale, which Tokyo fears may upset the subtle military balance in the East China Sea.

If the deal is finalized, China will become the first foreign country to buy the S-400 missile system.

China already owns the latest air defense system’s predecessor, the S-300. However, the older system has a range of just 300 kilometers, which means it can only reach as far as some parts of Taiwan.

The 400-kilometer-range system will, for the first time, allow China to strike any aerial target on the island of Taiwan, in addition to reaching air targets as far as New Delhi, Calcutta, Hanoi and Seoul and also closer to the disputed Japanese-controlled Senkaku Islands in the East China Sea.Tokyo and Beijing have recently been slowly but steadily working at mending diplomatic relations, with Japanese Prime Minister Shinzo Abe having met Chinese President Xi Jinping on Wednesday.

It seems unlikely that the two countries would use force to take the islets anytime in the near future. However, Beijing may mull taking bolder actions in the waters surrounding the Senkaku Islands if it becomes convinced of any military advantage in the Senkaku area.

Moscow, meanwhile, is also well aware of the threat that sales of the S-400 system to China may present to Japan.

Moscow is increasingly frustrated by Tokyo’s sanctions, even though they are not as harsh as those imposed by Washington. The source said that the Kremlin feels that Japan was just trying to please Washington by forcing Russia to pay for its alleged intervention in Ukraine.

It is possible that Vladimir Putin authorized the sale of the S-400 to raise funds amid economic grievances arising from Western sanctions.

Some within Abe’s government said that Japan should not be too strict with Russia, because sanctions that are too harsh may push Moscow closer to Beijing, which is against the national interest of Japan, Nikkei wrote in a comment.

US Ready to Use Nuclear, Conventional Weapons to Defend Japan.

According to a joint statement released on Monday, the US is ready to use nuclear and conventional weapons to defend Japan.

The United States is ready to use all military options, including nuclear weapons, to defend its Japanese ally.

“Central to this is the ironclad US commitment to the defense of Japan, through the full range of US military capabilities, including nuclear and conventional.”

The US Navy base in Yokosuka will station more ballistic missile defense warships by 2017 and receive an advanced nuclear-powered supercarrier in 2015, according to a joint US-Japan statement issued on Monday.

“The Ministers [Japan’s Foreign Minister Fumio Kishida, Defense Minister Gen Nakatani] welcomed US plans to deploy additional Aegis ships to Yokosuka Naval Base by 2017, as well as the swap-out of the aircraft carrier USS George Washington with the more advanced USS Ronald Reagan later this year.”

On April 6, 2015, the US Defense Department announced it would locate 60 percent of its military fleet to the Pacific-Indian Ocean, with the newest and most capable weapons systems first going to the Asia-Pacific region. The US Fleet Activities Yokosuka naval base, located south of the Japanese capital city Tokyo, was established in 1945. The base is the largest overseas US Naval installation in the world and is considered to be one of the most strategically important bases in the US military, according to the US Navy.

“The Ministers also reaffirmed that the Senkaku Islands are territories under the administration of Japan and therefore fall within the scope of the commitments under Article 5 of the US-Japan Treaty of Mutual Cooperation and Security,” the joint statement read.

The Diaoyu, or Senkaku, Islands have long been a disputed territory between China and Japan. Tokyo claims it has occupied the islands since 1895, while Beijing argues that the islands were recognized as Chinese as early as 1783.

The ministers stated that “they oppose any unilateral action that seeks to undermine Japan’s administration of these islands.”

Pres. GEJ orders immediate release of report of forensic audit of NNPC accounts

We have noted with concern, the allegation by the spokesman of the All Progressives Congress (APC), Alhaji Lai Mohammed that officials of the Federal Government are engaged in “last minute looting of the nation’s resources, rushed privatization of key institutions and hurried recruitment into the public service”.

gej

We also consider as most unfortunate and uncharitable, the suggestion by Alhaji Mohammed that the Jonathan Administration is trying to “tie the hands” of the incoming government merely by continuing to discharge its constitutional responsibilities until the end of its tenure.

The Jonathan Administration which continues to do its best to ensure a smooth and peaceful handover over of power to the President-Elect, General Muhammadu Buhari, deeply regrets the unfairness and combative frame of mind reflected in Alhaji Mohammed’s statement.

President Jonathan has done his best in the past five years to discharge his constitutional responsibilities for good governance and effective leadership of the nation.

Without any prejudice whatsoever to the freedom of the incoming administration to do as it pleases, within the confines of extant laws when it assumes office, the Jonathan Administration will continue to discharge its responsibility to govern until May 29, 2015.

In continuing to fulfil the obligations of his office however, President Jonathan has not, and will never condone any form of unscrupulous conduct on the part of state officials.

President Jonathan will also never authorise any attempt to create any problems for the incoming administration as the APC spokesperson, who ought to know that the outcome of the March 28 presidential elections does not imply a cessation of governance, unjustly alleges.

As Alhaji Mohammed threatened in his statement, the incoming administration will be perfectly within its rights to review all actions of the present government as it may deem fit.

We see nothing wrong with that. After all, the present Administration reviewed the actions of previous governments on assumption of office with resultant benefits for policy and project implementation.  President Jonathan is also deeply concerned by the continuing suggestions that his administration still has anything to hide about the unproven allegation that about $20 Billion is unaccounted for by the NNPC during his tenure.

To lay the matter to rest, President Jonathan in line with Section 7(2) of the NNPC Act, has directed that the full report of the PWC Forensic Audit of the NNPC accounts be released immediately to the public so that all Nigerians will be properly informed on the matter.

Gov. Oshiomhole cautions varsities against selling awards

The Edo State governor, Adams Oshiomhole, has censured the sale  of awards by some Nigerian colleges to people of “flawed character.”

oshiomhole

Oshiomhole noted that such demonstrations had marked the sacredness of the country’s instruction framework, requiring an audit of such grants as a method for santising the system for future generations.

Governor Adams Oshiomhole talked during the 19th conference of the Ambrose Alli University, Ekpoma, Edo State, where three Nigerians – the Esogban of Benin Kingdom, Chief David Edebiri; a philanthropist and businessman, Dr. Lee Ikpea; and Pastor Chris Oyakhilome of the Believers Love World, a.k.a Christ Embassy, were honoured by the institution.

He said,

“One of the problems that confront us today as a nation is that even the ivory tower seems to have given up and many are now in a hurry to award honourary degrees even to people of clearly questionable character. That a man is rich doesn’t mean he is successful; what defines a successful man is the overall totality of his lifestyle.

“And so when we see universities giving honours to those who can dole out, it becomes award for the highest bidder and, of course, it disturbs the values of our younger ones. So, when universities give honour to people just because they are rich and even when the source of the wealth is so clear that it is not a result of industry and hard work, then I think it is very sad for Nigeria.”

Oshiomhole, who is the Visitor to the university, emphasised the need for a new national policy on education to provide equal opportunity based on intellectual capacity rather than socio-economic class.

He said,

“We must revisit the question of appropriate national education policy so that it must be possible for the child of the poor to have quality education; no child should be denied access to the best schools.

“Even Oxford has had to reverse its policies notorious for providing spaces for only the children of the elite; they now have quota to ensure that a worker with requisite knowledge can go to Oxford University and the state provides subsidy to make that possible.”

Earlier, the Vice Chancellor of the university, Prof. Cordelia Agbebaku, lauded the state government’s support in ensuring that good learning environment was provided for the students.  She also noted that the institution would continue to provide policies that are aimed at improving its academic profile. A total of 7, 882 first degrees, 239 higher degrees and 46 certificates were awarded at the ceremony.

President has not abandoned projects, says Abati

The Presidency on Sunday said despite losing the March 28 presidential election to Gen. Muhammadu Buhari (retd.) of the All Progressives Congress, President Goodluck Jonathan is still working for Nigerians.
abati

The Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, made the clarification in a message he posted on his Facebook page on Sunday.

Abati was reacting to some reports that claimed that the present administration which winds down on May 29 had abandoned some of its ongoing projects because of Jonathan’s electoral loss. The presidential spokesman said there was no truth in the reports.

He said contrary to the reports, Jonathan was still busy working for Nigerians as their President. He said evidence that Jonathan was still working abound at the site of the second Niger Bridge which is currently under construction, the ongoing work on the Lagos-Ibadan Expressway as well as the Abuja-Kaduna Railways.

While thanking Nigerians for allowing Jonathan to serve them, he expressed the hope that the transformation being witnessed under the current administration would continue under Buhari’s leadership from May 29.

He said the President maintained that he remained committed to service and sacrifices for Nigeria in whatever capacity he finds himself.

Abati, who attached a video of ongoing work on the second Niger Bridge, wrote,

“A short video from the site of the second Niger Bridge which is currently under construction according to project schedule.

“Our projects have not been deserted as some reports give.

“From Lagos-Ibadan Road to Abuja-Kaduna Railways and Kashimbilla Dam, which are set for inauguration, we are still working for you.

“President Jonathan prays for the incoming administration led by General Buhari to achieve even as we hope that this transformation continues.

“We thank you for letting us serve you.

“President Jonathan maintains that service and necessary sacrifices will be his lifelong commitment to Nigeria in whatever capacity.”
