Criminal gangs nicknamed "albino hunters" and armed with machetes, knives and axes are striking fear into people living with albinism in Malawi, abducting and often killing their victims in broad daylight and in the dead of night, prompting police to announce a shoot-to-kill policy. The latest victim of the brutal attacks is a nine-year old boy with albinism from Malawi's eastern district of Machinga. His mother Edna Cedrick tried to rescue her son Brian when two attackers abducted him early in March 2016. A police officer from Machinga district, Isaac Ndala, confirmed the abduction, adding that the kidnappers injured the boy's mother. The abduction happened while her husband was away on a fishing errand at the nearby Lake Chilwa.

The outer layer is operational and intersects with geopolitics, it explains:
Why we need to beat Russia

UPDATED: 1.4trn Earmarked For Debt Servicing As Senate Passes ‘Controversial’ 2016 Budget.
The senate has passed the 2016 budget into law after weeks of delay.
Presenting a report on the budget, on Wednesday, Danjuma Goje, chairman senate committee on appropriation, said that the budget was “full of controversy”, but that the senate would not want to delay its passage by adding more controversies to it.
He said that there were lapses in the budget, but that the committee had to work around them. He said that the delay in the passage of the budget had already been given a political hue, hence Nigerians would blame the legislature for any further delay.

In the chart below I plot crude, the Russian Ruble (RUB) and OPEC production.
From 2012 through mid-2014 all three print sideways.
However, to the day beginning on 7/29/14, crude and RUB begin to collapse while OPEC production soars.
Why such an abrupt reversal and why so vividly in lock-step, highly correlated fashion together?
Because on 7/29/14 the US and EU announced new, expanded sanctions on Russia designed to tighten the economic vice on the country for its involvement in the annexation of Crimea from Ukraine.
